Uttaranchal University at the Institutional
Development Plan (IDP) Workshop and the release of the UGC Compendium of Regulations in New Delhi. The University
Grants Commission (UGC) organized the Workshop, held on September 4, 2024, at the Indian National Science Academy- Auditorium
in New Delhi.
The one-day workshop for universities
aimed at developing their Institution
Development Plan (IDP) and was inaugurated by the Union Education Minister, Sh. Dharmendra Pradhan. The event was
held in conjunction with the release of
the UGC Compendium of Regulations,
which consolidates all University Grants
Commission (UGC) rules, regulations, and notifications issued from 1957 to
December 2023. This compendium
includes 15 rules, 87 regulations, and 28 notifications, covering areas such as
budget, establishments, affiliation, accreditation, admission, and fees.
The workshop was designed to empower Higher Educational Institutions
to achieve academic and professional
excellence in accordance with UGC Guidelines on IDP. The IDP Workshop, aligning with the National Education Policy (NEP)
2020, provided institutions with a clear roadmap for developing their vision,
mission, and goals to ensure a future-ready education at the institutional
level, according to the UGC.
The Union Education Minister,
Sh. Dharmendra Pradhan stated, "The
higher educational institutions of the country will play a crucial role in
realizing the vision of Hon’ble Prime Minister, Sh. Narendra Modi of Viksit
Bharat by embracing the core values and spirit of NEP 2020." He
discussed the role of universities in redefining
education's purpose and structure, doubling the gross enrolment ratio, and
achieving excellence in academic research and innovation. Plans were also announced to transform
around 5,000 higher educational institutions into centers of excellence through
holistic and inclusive approaches.
Sh. Pradhan further emphasized that the institutional development plan would focus on enhancing competencies
within the vast demographic expanse, facilitating learner-centric and
multidisciplinary education, integrating Bharatiya Bhashas in higher learning,
prioritizing innovation, entrepreneurship, and job creation as outcomes,
capacity building of teachers, and achieving global standards of research and
development. He urged the academic community to work in a focused and timely
manner to reinvent their institutions and align with national priorities.
The workshop was honored by the esteemed presence of Sh. K. Sanjay Murthy, Secretary of the Department of Higher
Education, Ministry of Education; UGC Chairman- Prof. M. Jagadesh Kumar; Dr.
N.S. Kalsi, former Chairman of NCVET; and divisional heads from about 200
higher educational institutions across India.
The UGC Compendium of Regulations, a comprehensive resource document spanning
over 1,100 pages, will serve as a valuable tool for institutions as they
develop and implement their IDP. It provides a single, accessible source for
understanding the frameworks governing Indian higher education. The compendium
is available in PDF and e-book format on the official website of UGC.
